Tatiana Mata
Founder & Managing Director
Ms Tatiana Mata is an Agriculture Economist and Enterprise Development consultant and founder of ELIM Serviços Lda. She has more than 17 years of experience in Agribusiness, Rural Development, Development Finance, and Business Development Services advising international donor agencies and government institutions in Mozambique, Angola, Botswana, Kenya, South Africa and Tanzania. Ms Mata is also an active contributor to the public-private sector dialogue, having held executive positions in the Mozambican Confederation of Technical Associations (CTA), and presided over one of its founding associations, the Mozambican Fruit Growers’ Association (FRUTISUL).
Ercília Mata Ubisse
Director of Business Development and Learning
Ms Ercília Mata Ubisse is an International Development Specialist with 15 years of experience in the implementation and design of economic development programmes. Over the past decade, Ms Mata Ubisse has led and advised on market expansion strategies across Southern and East Africa for international development firms and development finance institutions. Her project implementation and bidding clients have included donor agencies, philanthropic foundations, and government institutions. Ms Mata Ubisse’s sector experience includes Agriculture, Climate Change, Energy, Finance, Health and Infrastructure.

Rosa Matine
Research and Evaluation Manager
Ms. Rosa Matine has is a Rural Development and Survey Management Specialist with over 13 years of experience in the field. An experienced Research Manager and Facilitator, Ms Matine has designed, coordinated and conducted several surveys and is very experienced in the use of mixed methodologies for both data collection and analysis. Her project experience spans social and economic sectors including Agriculture and Rural Development, Early Childhood Education, Food Security, Health, Nutrition and SME Finance.
Gerson Massinga
Project Assistant
Gerson Massinga is a Project Assistant, has more than 10 years of project implementation experience in community development and emergency, child safeguarding and protection (child sponsorship programs), and gender equality and advocacy. His knowledge in project cycle management includes design, monitoring and evaluation (DME), needs assessment (qualitative and quantitative data collection), problem analysis (problem and objective tree) and designing of logical framework.
Prince Dziva
Research and Evaluation Assistant
Mr Prince Dziva is a Data and Statistics Specialist with an Applied Statistics background and experience in the coordination of projects evaluations and complex survey implementation. A former teacher of Statistics, Mr Dziva's analytics expertise includes the data management on ODK-based platforms such as Survey CTO, Kobo Toolbox, and Commcare, and data analysis software such as STATA and SPSS.
Sabino Muvale
Project Officer Assistant
Mr. Sabino muvale is an agricultural economist and a research project officer. Mr. Muvale has been involved in regional studies, conducting interviews with Mozambican key stakeholders in different sectors with international institutions for the design of impactful programs to promote a gender-inclusive socio-economic development. He is a well trained agricultural economist with technical skills to operate and set up questionnaires for electronic devices using data collection software such as survey CTO, and has abilities to operate software’s for statistical and econometric data s analysis such as STATA.
Business Development
ELIM’s Business Development Team supports the Technical Team by taking the lead on all external engagements, from bidding on new project opportunities to managing the ELIM Serviços brand. Our BD Team is responsible for building our project pipeline identifying, resourcing and submitting of competitive proposals in our areas of activity. They are also the central point of contact for any partnership discussions be it with institutions or individuals. In addition to partnerships and proposals, the BD is oversees the firm’s corporate brand, managing our image, presence and positioning in the market..
Higino Marrule Jr
Business Development Officer
Mr Higino de Marrule Junior is a Mozambican Business Administration Professional and a member of the ELIM Business Development team since 2016. His responsibilities include the coordination of the bid development process for competitive and non-competitive bids in ELIM’s sectors and services, as well as opportunity tracking, recruitment and market analysis. Since joining the team, Mr Marrule Jr. has been instrumental in the successful delivery of bids to clients including USAID, World Bank, SDC, DANIDA, as well as various donor-funded programmes and international NGOs.

Mr Romoaldo Doliz is an experienced IT & Digital Marketing Professional with over 6 years in the development of Websites, graphic and multimedia material. As a member of the ELIM Business Development team, Mr Romoaldo is responsible for executing the brand appearance and positioning in the various existing platforms. This includes developing the overall layout, production design of the Company's marketing materials, sharing, statistical analysis and generating graphical input for proposal and corporate documents. reports.

Mr. Ali Paquira is a Development Professional skilled in client relationship management and leadership development skills facilitator, with over four years’ experience developing strategic relationships with non-profit, government organizations, international development agencies and a number of private sectors corporate entities. Passionate about promoting inclusive and sustainable economic growth for youth, Mr Paquira leads and represents several national and international youth organizations.

Mr. Carlos Nhavotso is a Marketing and Public Relations professional involved in communication at Elim Seviços, his responsibility includes the management of all social media platforms and other conventional media creating textual and visual content, coordinate external stakeholders, grant support in the development and implementation of sales strategy and Event Coordination.
